Can the RGB simply be permanently turned off - but very importantly: from the BIOS or the module itself, or by a one time install of an application?

That's a huge bummer, I have just about zero tolerance for any computer lighting.
I know they make non-RGB RAM, but the problem is that all of the high performance RAM on my motherboards QVL is RGB based. Having had problems with non QVL RAM on this board before, I really want to buy something on the QVL, but I don't want low clocked RAM...
Can anyone tell me if there is a part identical to either F4-3600C14Q2-64GTZNB or F4-3600C14Q2-64GTZN such that the QVL testing is still appropriate, just without the rainbow disco lights?

No idea, to be honest and I don't think temperature sensors are part of the specification for any model either. There is an official statement about that somewhere in the forums...
These typically are Hynix 8Gbit CJR and are a bit different. Since they are specced for 3600 that frequency should not be an issue, for any compatible MB. If 1T with GDM off is possible is more an issue of CPU/MB than the memory itself and might require some manual adjustments. From a certain frequency onwards AM4 uses GDM on by default which basically equals "1,5T" and is why most of the AMD kits use even values for CAS latency (uneven numbers automatically get rounded up).
If manual overclocking to 3600 is on the table the classic 3200 CL14 spec might also be a valid option:
Please read again. GDM only affects CAS latency and no other timings. So a tRCD/tRP of 15, 17, 19 does not matter in that regard.
It can vary if GDM off 1T works at DDR4-3600 with a certain CPU/MB/RAM combination. So unless you are willing to mess with manual settings, just try if it does and otherwise accept the default GDM on (it is for a reason). There are other timings that are more important overall regardless.
