amount of DRAM and Windows 7 32bit or 64bit

I read a comment made by the Moderator here saying that 64bit Windows 7 was better for accessing more memory. Could you please explain how the amount of DRAM your system has affects your choice of using Windows 7 32bit or Windows 7 64bit.

32 bit will/can access up to/around 3-3.5 GB of DRAM, while 64 can access/use as much as you can put on your mobo
