try raising ROW REFRESH RECYCLE TIME to 68

The higher settings won't boot because your memory timings are all wrong. They are currently 5-5-5-15 when they should be 9-9-9-27. Set them to 9-9-9-27 and you will be able to run 1600 at least.

You will need to take pictures of BIOS, host them, then insert link here to show us.

Just because i cant reach anything higher then that,i would like to know infact if theres a way to grab bios screens(course i really doubt) because with my mobile phone the picture would be for sure a real mess....
What bout the fsb strap i never quite understood what thats for...

Instead of 5-5-5-15, you need to change them to 9-9-9-27 in order to increase memory frequency.
