DDR3 1600 ram sticks running only at 1066 on Foxconn BlackOps mobo

Ok, I tried installing the sticks in slots 2 and 4, and the PC still won't post at the first try, so I was about to try to modify the tRFC but the only settings I see go from 15 T to 141 T. (all whole numbers).

Go back to slots 1-3, put tRFC in mid to high sixties (68 or so), and raise vCore (CPU voltage to 1.33 or so

Check actual voltages in PC Health status. Let us know what they are for VCore and DRAM Voltage.
