My HTPC setting is the followings:

CPU: AMD Phenom X3 8650 AM2+ socket
Motherboard: GA-MA785GM-US2H
RAM: F2-8500CL5D-4GBPK 1066 MHz
O/S: Windows 7 RTM 32bit

With automatic setting in BIOS, memory clock is set at 800 MHz. How do I have to set my RAM setting in BIOS menu to optimize my system?

Want to set them manually to 5-5-5-15, voltage @ 2.1, command rate 2T

Try it and see, with the AMD CPU, may well have to adjust these timings a bit and/or a few of the advanced timings, i.e. tRFC, tRC
