I just noticed that the timing for the above memory is 7-8-7-24-2N.

Really, the command rate is 2N? Can I run these at 1N at 1600 or 1833? What is the impact to performance if I run them at 2N?

You can attempt 1N, most will be capable, we just state 2N because not all systems can support 1N. Especially 16GB..
