F3-10666CL8D-4GBHK, not booting

Motherboard: GA-P55-USB3
Memory: F3-10666CL8D-4GBHK
CPU: i5 750
PSU: KINGWIN Mach 1 ABT-1000MA1S

When started, my system will turn on for 1-2 seconds before restarting. It then repeats this process untill powered off. I have checked all my connections, reseated my cpu, reseated my ram, tried my ram 1 stick at a time, and plugged in a different hard drive. At this point I'm thinking that it is either a motherboard or PSU problem. Any suggestions?

Yep, definitely sounds like one of the two is defective. Hard to say which, as either one of the two can cause this problem.
