Can you have two 1600 in duel channel with two 1866 on the other duel channel on a mother board with 4 slots?

Will the 1866 scale it's speed down to 1600?
Will they be compatible in that scenario?

This type of Combo is not recommended, there is no guarantee that they will work in dual channel mode.

I read that you can change the timings on the sticks and line them up.
Any truth to that?

Yes, if they are able to boot up you can give it a try. Set them to the values of the lower memory kit to see how they work
