F2-8500CL5D-4GBPK + ASROCK G41M-LE BIOS Settings?

So call me stupid for following Tomshardware guide for a budget pc, but here's the deal.

System:
Motherboard - ASROCK G41M-LE
CPU - INTEL E8400
Memory - Model F2-8500CL5D-4GBPK <----
HD - SEAGATE ST3500418AS

I cannot get my ram to run at 1066. I've set the jumpers on my
motherboard to FSB1333 to FSB1: 1-2, FSB2: 4-5, FSB3: 4-5 (page 20 of
manual below) and manually set my memory timing to 5-5-5-15 v2.1 while
everything else is set to auto. Is there something I am doing wrong?

I asked Gskill to help me out and they replied and asked that I test each module to get it to run at 1066. I did this and I am still getting 400mhz max.

Anyone have this configuration? Or suggestions?

Gskill told me to RMA after testing each one. I'll report back here if it does work, eta 4 days.
