Were you able to test the results of each individual stick? Check to see if both have the same maximum result.

For BIOS settings, check memory values to see if XMP Profile is in effect and applying correct values.

Do you have CPUz? Can you provide some screenshots of the 'SPD' and 'Memory' tabs?
