MB: Gigabyte P67A-UD3-B3 Rev 1.1 with F4 bios(latest official bios)

I am unable to successfully complete memtest86+ 4.20 at any of the default memory profiles with out raising the voltage and I am unable to run with XMP Profile1 (the 1866 speed) at any reasonable voltage.
I have attempted with both the ram timings in auto and manually set to the values stated in the respective memory profiles and had no change as to the voltages required. I have also tested with the sticks in both pairs of slots and singly with out being able to decrease the voltages and not receive errors. I can run both sticks singly at DDR3-1333 with all voltages set to defaults but not both sticks together.
For the DDR3-1600 JEDEC#3 profile I have to use a Vtt(VccIO) voltage of 1.10 and a VccSA(System Agent voltage) of 0.945 to be able to complete a run of memtest86+.
For the DDR3-1866 XMP-1866 profile I had to use a Vtt(VccIO) of 1.22, a VccSA of 1.11, DDR Voltage of 1.55, Data Vref of .8, and a Address Vref of .8 to not have errors.
I spent 1/3 more money over a DDR3-1600 set in order to be able to run at 1866 without having to unduly increase the applied voltage(to reduce wear) and find it hard to believe that I would need to increase voltage this far beyond the XMP profile unless something is wrong.
