Moving ProgramData on Other 2ndDrive

i plan to move ProgramData on 2nd Drive because if youll notice almost all application logs are in it.
1. My Question is, is it safe to move ProgramData?
2. When moving ProgramData using mklink should i cut it 1st to another Drive?
example: from C: i cut it to D: then type:
mklink /j "C:ProgramData" "D:ProgramData"
is it right or i dont need to cut it 1st on D: and do opposite command?
