I have a ryzen 5 3600/b450 tom max mobo/rtx 2060/2x8gb F4-3200C16D-16GVKB ram. Can i go to 4 x8gb ram by buying another 2 dimms of F4-3200C16D-16GVKB with the config i have?

You can try it however there is never any guarantee when mixing two separate kits of memory since they were not tested together from factory. Ideally a single 32GB kit should be used to replace the existing memory kit. It is even more important for high frequency kits so it is up to you whether you would like to give it a shot. Many cases work fine, others not at all, and some can run at a lower frequency, so it is purely luck based on what you get in hand.
