What set of sticks do you have? Do you have the latest BIOS?

The sticks should be fine, try pulling them and resetting each one firmly, then into BIOS, enable XMP and select the 1600 profile, if no joy try running a few passes of Memtest on each stick individually. If they test OK try raising DRAM voltage + .05

ram sticks reseated , tried xmp with the higher dram voltage and the pc goes into boot loop.

Might try at 1333 - 7-7-7-21 as a test, and see what happens, if it runs okay at that and stock voltages then there may be a problem with the mobo setting the FSB or DRAM correctly as far as regulating things

Okay i will try those settings any idea what i should try for the advance settings, i have to put in something there isnt a auto in the selection.

              DRAM TRFC......................
              DRAM TWR.......................
              DRAM TWTR......................
              DRAM TRRD......................
              DRAM TRTP........................
              MCH READ DELAY(TRD).......
              1N/2N MEMORY TIMING......

Leave them to auto, if stable, check 1N/2N timing and if default is at 2N can try 1N for a bit of additional performance boost

                  .
There is no auto to choose from

They should just fill in by themselves once you have the base timings in

okay nothing on the x48c bios automatically fills in i have to manually input all settings.
                      right now i have it

                      1362MHz
CONFIGURE DRAM TIMING BY SPD......... DISABLED
DRAM CAS# LATENCY............................ 7 DRAM CLOCKS
DRAM RAS# TO CAS# DELAY................. 7 DRAM CLOCKS
DRAM RAS# PRECHARGE....................... 7 DRAM CLOCKS
DRAM RAS# ACTIVATE TO PRECHAR....... 21 DRAM CLOCKS
                      DRAM TRFC............................................ 88 DRAM CLOCKS
                      DRAM TWR............................................. 12 DRAM CLOCKS
                      DRAM TWTR........................................... 12 DRAM CLOCKS
                      DRAM TRRD........................................... 12 DRAM CLOCKS
                      DRAM TRTP............................................ 12 DRAM CLOCKS
MCH READ DELAY(TRD).......................... 14 DRAM CLOCKS
                      1N/2N MEMORY TIMING........................... 2N

ran memtest one complete pass without any errors, and it booted up to windows with no problem. but everything still seems slow in windows.

Next would be to change the freq and timings for the stock spec and see if BIOS adjusts things as needed

still having problems, i wish these bios were better, im starting to think its the NB and or SB voltage

this bios is whack, it doesnt adjust anything correctly. tho through research I
Found a program RAMMon, it shows me the standard settings for the ram i have.

                            ram at 1600 MHz 1.67v

CONFIGURE DRAM TIMING BY SPD......... DISABLED
DRAM CAS# LATENCY............................ 9 DRAM CLOCKS
DRAM RAS# TO CAS# DELAY................. 9 DRAM CLOCKS
DRAM RAS# PRECHARGE....................... 9 DRAM CLOCKS
DRAM RAS# ACTIVATE TO PRECHAR....... 28 DRAM CLOCKS
DRAM TRFC................................... ......... 88 DRAM CLOCKS
DRAM TWR.................................... ......... 15 DRAM CLOCKS
DRAM TWTR................................... ........ 8 DRAM CLOCKS
DRAM TRRD................................... ........ 6 DRAM CLOCKS
DRAM TRTP................................... ......... 8 DRAM CLOCKS
MCH READ DELAY(TRD).......................... 14 DRAM CLOCKS
                            1N/2N MEMORY TIMING........................... 2N

boots all the way to widows logo and the blue screens and cuts out
im starting to think it the NB and or the SB voltage any ideas?

Can try raising NB voltage, SB has nothing to do with it
