I put together an AMD-based system with the main components listed in the title of this post.
The mainboard's BIOS version was F2 and the automatically set memory timings were
    1600MHz with 9-9-9-28 at 1.5V.

    Manual tinkering around to get
1866MHz with 9-9-9-24 at 1.5V was fruitless (for me at least)

The solution (for me) was to install Windows at the automatic settings, install
Gigabyte's @BIOS tool and update the BIOS to version F4.

The BIOS now has a new option for "DRAM Easy Overclocking". If you go into
its menu and select "Profile 1" or "Profile 2" (NOT 1866MHz, this will change DDR3
voltage to 1.65V), the BIOS takes care of everything and the system runs
    at 9-9-9-24 and 1.5V.

    End of line.

    Cheers,
    Phoxx.
