F4-3000C16D-16GTZR - B350 Tomahawk - 1700 Ryzen - 2nd Stick Issue

Hi All,

I have a concern on my memory stick scenario below as follows :

Setup :
B350 - Tomahawk (Default BIOS settings - v1.0)
1700
F4-3000C16D-16GTZR - 2x8GB RGB

1. Inserted both at slot 2 - 4
a. 8GB only visible at BIOS
b. 16 GB displayed in Windows (8GB Usable)

2. Individual First Stick - Tried to all slots
a. All recognized by BIOS

3. Individual - Second Stick - Tried to all slots
a. Can't go to post / bios


What could be the issue regarding this one? Is my second stick dead?
